WHAT IS CONSTRUCTION INTEGRITY MONITORING?

The observation of construction projects to prevent, mitigate and report fraud, waste, and abuse.

The Integrity Monitor independently oversees physical construction, much like an inspector, as well as the associated project documentation in order to detect any wrongdoing by the various construction entities (contractors, subcontractors, construction managers, etc).

An Integrity Monitor addresses problems before they occur by utilizing any combination of interdisciplinary teams composed of auditors, legal professionals, investigators, engineers, project managers, and loss prevention specialists. An Integrity Monitoring Program can be employed by an entity on either a voluntary or compulsory basis.

The involvement of an integrity monitor at the beginning of a job goes a long way in preventing unethical behavior from ever developing. THREE PHASES OF INTEGRITY MONITORING

At the beginning of a project, the Integrity Monitor analyzes contract and construction documents, identifying any weak points within the system that could potentially compromise the building process, from both a qualitative and financial perspective.
Deliverable: These weaknesses and risks are identified and addressed in an Integrity Pre-Mortem Analysis.

After identifying risk areas, select construction operations and field activities are monitored and documented.
Deliverable: Project data, site conditions and investigative intelligence are captured in detailed reports.

Project documentation such as requisitions, change orders, time and material tickets and more are collected, analyzed and compared with field observations.

Deliverable: A comprehensive, comparative review between physical construction and quality/financial documents is furnished.
